The Anambra State House of Assembly has passed into law a bill seeking to establish a Commuters Manifest Scheme in the state as part of efforts to strengthen the safety and security of travellers.
The bill, sponsored by the Chief Whip and member representing Ihiala One Constituency, Mr Jude Ngobili, was passed after scaling third reading during Thursday’s plenary.
Speaking on the importance of the legislation, Mr Ngobili said the law was aimed at creating a proper database of passengers travelling in and out of Anambra State.
He explained that commuters will now be required to provide relevant personal details, including their names, phone numbers, residential addresses and next of kin before boarding vehicles at motor parks across the state.
According to the lawmaker, the initiative will make it easier for authorities to track passengers and provide necessary assistance in cases of road accidents, security breaches or other emergencies.
Mr Ngobili noted that the law also provides for the establishment of a seven-member Board of Trustees to monitor compliance and ensure effective implementation of the scheme.
The Speaker of the House, Mr Somtochukwu Udeze, commended the sponsor of the bill, describing the legislation as timely and beneficial to the people of the state.
The Speaker announced that the law will officially take effect from May Twenty-fifth, 2026.
The House thereafter adjourned plenary to Tuesday, May fifth, 2026.
